‘Programmes concertés pluri acteurs’ (PCPA, or concerted multiple-stakeholder programmes) are among the new contracting tools set up between the French Ministry of Foreign and European Affairs and NGOs. These programmes are conducted jointly by associations in a given country and their French partners, in consultation with the government authorities of both countries. They must help strengthen civil society in the country in question.
CFSI and Touiza Solidarité have taken the initiative of initiating a ‘Concerted Programme’ with Algeria. They entrusted production of the feasibility study for this programme to GRET and an Algerian consultant (Mr Arab Irazouken). The aim is to help the Franco-Algerian steering committee define the main parameters of the shared tools that form the framework of the future programme which targets youth and childhood issues. These tools notably include a crosscutting action programme (exchanges, training, workshop) and a support fund for associations’ projects.
Following the feasibility study, GRET provided contracting authority support during the pilot year, which began in the first quarter of 2007, focused notably on defining the specifications for the call for projects planned as part of the programme, training Algerian experts in charge of examining the projects presented in response to this call, and running a mid-term evaluation.
