In
a context of new formations in international relations, deep political
and institutional evolutions in developing countries, and an official
development assistance crisis, what does it mean today to work in the
field of cooperation for development?
Today, the question of development is posed in international relations
that need to evolve and, within countries, in the State/civil society/market
triptych composed of tension and relationships of negotiation. Real alternatives
can only be built through new ways of coordinating the requirement of
service for all, economic viability and social regulation. The State and
actions of organised citizens play central roles in this.
Our ambition is to contribute to this
processin three general ways:
Acting on Development, by participating in a concrete manner to building
real alternatives "in the field" in partnership with local institutions.
We promote "presence-based development aid" that is not a form
of substitution aid but that, to the contrary, contributes to opening
arenas and strengthening skills.
Producing and Disseminating References for Action. This has been one
of the major components in GRET's activities since its creation. The challenge
and profession are unchanged: in a milieu where recordings of memory are
few and far between, building and making available a record of action
is both a condition to increase professionalism and a defence against
turning development practitioners into mere tools.
Participating in the Public Debate on Development Aid, based on our
experience. Using our experience and that of our partners, we wish to
contribute to orienting and renewing public development aid policies and
bring our experience of the field to the arenas where global decisions
with decisive consequences for developing countries are made.
