The rate of access to potable water supply system in Cambodia is particularly low regardless the existence of numerous private water operators. 21% of Cambodian have access to domestic piped water supply and only 7% in rural area. Without piped networks, the population somehow use the water from dug wells and drilled wells, which is by chance, particularly in Kampong Cham province, contaminated by Arsenic existence. Moreover, for those who are located in network coverage area, both normal and vulnerable families do not always connect to available piped water supply. In order to promote the treatment of surface water and to implement network coverage extension with regard to development strategy of sector, the project aims: i) to clearly identify the opportunity and difficulty of population to get connected to network, ii) to experiment new awareness and marketing tools on water quality, iii) to figure out the mechanism for tackling the problem service extension to less profitable areas for private water service providers.
