The present assignment takes place within the framework of a project implemented by UN-Habitat. This project aims at reinforcing the capacities of urban managers in major Myanmar cities through the provision of trainings and the support for the elaboration of Urban Services Business Operation Plans (USBOP). As part of this project, GRET’s assignment aims at collecting, compiling and pre-analyzing any relevant data with regard to the preparation of USBOPs for the water supply sector (in Mawlamyine, Pathein and Lashio) and for the solid waste management sector (in Yangon, Mandalay and Monywa). To do so, GRET carried out missions in each of the six targeted cities and gathered any available information needed to accurately assess the current situation of the services and to identify potential avenues for improving. In each city, numerous meetings were organized with representatives of local authorities (administrative, technical and financial departments at city, township and state/division level), universities, health services and with other sector actors so as to collect and compare information from a variety of sources. Data collected and compiled relate from one hand to the profile of the city (environment, demography, economy, etc.) and from the other hand to the current conditions of the concerned service (organizational and managerial modalities, technical analysis, financial situation, etc.). Economic growth prospects and urban development plans are also considered in order to take into account the future evolution of the city when developing the USBOPs.
