The HIP project started in January 2009 in partnership with the GMAC (garment sector employers' union) in order to pilot the implementation of the compulsory health component of the National Social Security Fund in 2011 (currently planned in 2013).
HIP offers health insurance coverage for garment workers, with a 50% contribution of employers. HIP is conducted in partnership with the Ministry of Labor and Vocational Training. The first year was dedicated to the setting up of the scheme and the negotiation process with the garment sector, the health care providers and the government, in a context of strong economic crisis. In October 2011, 5,939 workers were covered by HIP in 11 factories.
