The French Global Environment Fund (FFEM) is a French bilateral co-operation tool. It aims to promote global environment protection within developing countries. If FFEM has already funded urban projects, this thematic remains largely in minority. But in the FFEM strategic programming framework, “sustainable urban territories” is one of the concentration line of the 2013-2014 strategy. The FFEM asked for support to design this strategic framework and its methodology of intervention. GRET, with IAU - IdF (Institute of planning and urbanism of Ile de France Region), and Cired (International research center on environment and development) run a collective reflection process, divided in three phases: literature review, FFEM urban portfolio analysis and strategic design. As concrete case study, GRET has conducted a mission to elaborate the concept note of a project for preservation and sustainable planning of the zone of Heritage of Xochimilco, Tláhuac andMilpa Alta, within Mexico city.
