From 2003 to 2005, the DIALOGS project provided support to structure and strengthen proximity services in rural areas in northern Vietnam, including the production and distribution of seeds appropriate to the region, animal vaccination, promotion of swine raising, development of fruit production, support for the production and distribution of young fish, nutritional education for mothers, access to safe water, etc. Deployed by local actors specializing in these fields and using technical inputs identified with the users, such services are organized in the form of associations or cooperatives, linked by a contractual relationship to the political and administrative authorities and the government’s line departments. They are based on user fees that yield an income for the service providers and ensure their viability. Such services are accessible to the great majority of people in rural communities and round out what the State is able to provide, making them a potential basis for framing rural development policies. This information package outlines the approach taken by DIALOGS and its major achievements.
